Each sector has the task of coordinating all the port activities of the sector concerned including domain and port facilities of the area :

IX - SECURITY MEASURES FOR VESSELS AT ANCHORAGE/BASEBUOY
Notice N°0346/DCAP/DG/PAD OF 22/08/2013
In view of giving more security to vessels, it has been decided that each vessel at anchorage and Base Buoy (B9) will be provided by an armed security team for their protection.

The team will remain on board the vessel throughout her stay at anchorage and will leave after berthing.
This service is totally free until further notice.

Captains of the vessels and their crew members are kindly advised to collaborate with the team for the success of the operation.
 
X - BOARDING AUTHORITIES
Customs, Immigration, Port State Control, Harbor Officers Marpol, Sanitary, Agriculture, Fire brigade and special police.
Gifts to port authorities are forbidden.
 
XI - PILOTAGE
Pilotage is compulsory.
Base Buoy is the pilot boarding area, However vessel can be asked to proceed in the channel and more far in the upstream of the river.
Pilot is booked only during port meetings held as follows :
• Monday to Saturday: Twice a day: 10h00 and 16h00
• Sunday or workable holidays : 10h00
Vessel’s movements are fixed 01 hour before high tide for berthing or sailing, but not later than 01 hour after.
The designated waiting area (pilot station) is at buoy N°9 (base buoy), position 03° 54’ 11’’N, 009° 32’ 20’’ E. However, due to draft constraints and depending on other prevailing circumstances, vessels may be advised (either by the port control or pilot) to proceed in the channel and more far in the upstream of the river. The port authority of Douala shall not be liable to any claims resulting from the refusal of any vessel to execute advice from port control or pilot.
 
XII - TUGS / LINE HANDLING
Towage is compulsory for ships more than 1000 tons GRT.
1 Tug supplied for berthing or unberthing.
Following pilot’s advise, more than 1 Tug can been used.
Towage and line handling services are operational since May 2004 by « BOLUDA CAMEROUN SA »

BERTH N°61 : TANKERS JETTY

Is built for tankers discharging refined petroleum products.
Jetty have following particulars :
 
1- Location
In the Port of Douala - Bonaberi, the tanker’s Jetty is named Berth 61, which coordinates are as follows :

2- Description
The jetty is fitted with :
- Four (04) dolphins DA1, DA2, DA3, DA4: vessel dock on DA2 and DA3 which received springs, while ropes are placed on DA1 and DA4
- A working platform fitted with two (02) loading arms is built at the middle of DA2 and DA3
- A shelter
- An iron bridge leading ashore
- Cargo pipes leading to storage tanks
 
3- Restriction
Port of Douala-Bonabéri Tanker’s Jetty (BERTH 61) is built to receive tankers manipulating oil refined products with particulars as follows :
Length OA : 100 to 160m
Breath : 20 to 25m
Displacement : 20 000 tones
Maximum Draft FW : 08,50m
Jetty is founded at 11m; however the maximum draft shall be the permissible draft admitted in Douala Port.
Any alteration of these are subject to Harbour Master’s approval.
XIV - GENERAL
BARGES : Barges used for lightening operations not often available. Barges owned by SEPBC used to transport heavy logs alongside ships for loading at seaside.
BUNKERS : MDO always available : Order through agent or international nomination. Supply to the vessels alongside by tank trucks. 24 hrs working time notices required.
Cost varies every 2 weeks around a trend of 0.40 € per liter.
IFO : Available but long time notice required.
Luboils of various grades available/supply in drums.
Vessels working in Cameroon seawater or various Terminals do not benefit international bunkers prices.
Water : Available alongside. Cost 1.10 € per cubic meter.
Garbage disposal : not compulsory
Sludge disposal : not compulsory/collection by tanks trucks.
Price paid to the ship according to the sludge quality.
RECREATION : Seamen mission and numerous nightclubs.
SECURITY : Although port authorities supply gunmen, constant watch by crew is necessary.
AIRPORT : Nearest international airport: Douala international airport is 10mn from the port (About 4 km from the port).
HOTELS : Numerous of various standing (up to 4 stars)
Rooms to be booked long time prior to arrival for most important one.
STOWAWAYS : Many are boarding from our port. Special attention must be paid and intensive research carried out 1 hour, prior vessel sailing.
SURVEYORS/P&I CLUBS : Various classification society represented.
Numerous cargo surveyors available.
