II - MASSONGO

The terminal consist in :
Floating storage and offloading tanker of 269 000 mt DWT and 333 meters lenght; it is permanently moored on 14 chain mooring legs.
 
  1) LOCATION LAT 04°08’09’’ NORTH, LONG 08°28’49’’ EAST
01 Loading Buoy of yellow colour is berth of single point Mooring Type
The mooring to the buoy of the lifting Tanker using a single mooring hawser rope of 18’’ circumference and 70 meters long.
Transfer of crude oil from FSO Tanker to the loading buoy is done by 30’’ sea-line
Transfer of oil from the buoy to the lifting tanker is made through a 24’’ single floating hose of about 240 meters long. Connecting to the tanker with 16’’ manifold.
 
  2) STAND BY ANCHORAGE AREA
At about 4 nautical miles of the loading buoy. A circle area of 1 nautical miles radius with its center located at LAT 04° 08’ 00’’ NORTH, 08° 33’ 00’’ EAST.
 
  3) ISPS PRE-ARRIVAL INFORMATION (24 Hrs prior arrival)
The terminal is certified and compliant with ISPS code declared by letter UNO N°22889 CMKMOU N°08/84.

  4) TERMINAL PARTICULARS AND RESTRICTION
- Tanker Dead Weight: Minimum 50 000 Ts - Maximum 322 000 Ts
- Distance Bow to Manifold: Minimum 104 m - Maximum 104 m
- Hose connection Manifold must be fitted with at least 1 (one) flange of 16" 150 ASA
- Safe Weight Load (SWL) of the port side derrick of crane must be at least:
  10 mts Minimum for tanker up to 80 000 mts SDWT
  15 mts for tankers more than 80 000 mts SDWT
- Lifting tanker must have on the forepart deck a 3" chain stopper
- Water depth is about 55 meters in the vicinity of the loading buoy
- Vessels Oil-Bulk-ORE (OBO) of more than 10 (Ten) years old are prohibited.
 
CERTIFICATES REQUIRED ON ARRIVAL
- Certificates Quality Vessel, with company, place and date of issue
- Ship Security Certificate
- Certificate of Tanker Safety Management.
 
  5) OPERATIONS
The offshore Manager may refuse, on advise of the pilot or the mooring master, access of the vessel to the Terminal in the following cases but not limited to :
 
- Bad weather conditions
- Ship insufficiently equipped or with defective equipment
- Dirty ballast.
 
Night Movements
Berthing at the loading buoy is only done with daylight: 06:00 am to 16:00 pm local time sailing possible at night.
 
Loading Rate
2 different crude grade available
Kole crude oil: About 30.5° API ---- 5 500 m3 or 34 600 bbl per hour
Lokele crude oil: About 24.5° API ---- 4 800 m3 or 30 200 bbl per hour
 
Terminal Charges
For berthing, loading, hose connection and disconnection, personnel and official transfer.
Terminal charging for all services a lumpsum of 140 000 USD
In addition to above, Vessel will pay other charges by Port Authorities such as port dues, pilot charges and fees.
  6) WEATHER AT THE TERMINAL
- Seasons
There are 2 (Two) seasons
Rainy season from June to September
Variable season from October to May with low rain frequency.
- Temperatures
Outdoor : varies from 22°C/72°F (July-August) to 36°C/86°F (February to April) seawater at the surface : varies from 25°C/77°F (June-Sept) to 29°C/84°F (February).
- Winds
The regular winds from 4 to 10 knots blow from the southwest throughout the year. Strongest winds, up to 45 knots travelling from east to west are rare and occur in February, May, October and December.
